Subrecipient Monitoring
Howard University is required by the federal government to monitor expenses of awarded federal funds subcontracted to another organization (subrecipient). Subrecipients are monitored to provide reasonable assurance that the use of resources is in compliance with laws, regulations, and award terms and that performance goals are achieved. This is a joint responsibility with the PI and RAS. RAS begins monitoring at the pre-award stage and throughout the life of the subcontract. The PI must engage in monitoring through frequent and regular meetings, site visits, programmatic, administrative and financial performance reviews. PIs must notify RAS of any non- compliance (programmatic administrative and financial ) issues. PIs must also notify RAS regarding any changes (budgetary and personnel) with the subcontractor.
Principal Investigators are required to review and approve all subcontractor invoices timely. In addition, PIs are expected to document via PI Quarterly Subrecipient Monitoring Questionnaire Tool any issues with performance.
